Subtitle B: Climate Change Technology Deployment in Developing Countries - (Sec. 1231) Authorizes FERC to require an unregulated transmitting utility to provide transmission services: (1) at rates comparable to those that it charges itself; and (2) on other terms and conditions comparable to those under which it provides transmission services to itself, and that are not unduly discriminatory or preferential.
